Given the increasing expansion of cyberspace and the need to address its governance issues, this study aims to explain the jurisprudential requirements for cyberspace governance, focusing on the four main pillars of communication (sender, receiver, message, and tool). The research method of this study is the ijtihad method that examines this issue by citing the Holy Quran, narrations, and opinions of Shiite jurists. The findings show that the jurisprudential requirements regarding the sender include ensuring the right to disseminate information, prohibiting the dissemination of lies, defamation, the spread of obscenity and rumors, and respecting intellectual property. In the case of the recipient, requirements such as ensuring the right to access information, maintaining privacy, and educating users are raised. In the area of messages, prohibiting the dissemination of security content, filtering content, and promoting appropriate content are essential. Also, in the case of tools, requirements such as ensuring fair access, protecting data, and creating national information networks are emphasized. This research shows that governance of cyberspace based on Shiite jurisprudence can help create a healthy and safe environment in this arena.
