In public administration, governments need to define and institutionalize a formal role and position for people. The role of people in the realm of culture is more important due to its identity and characteristics, and The Islamic Republic of Iran needs it more due to the cultural essence of the revolution. Accordingly, for administering the country’s culture, an efficient structure is needed and a network government model in this regard might be useful. Since this article seeks to investigate, describe, analyze, and present, it lacks the hypothesis and tries to find out “why, despite the democratic identity and the wishes of the major policymakers of the Islamic Revolution, no formal role has been defined for people in this arena.”Which principles and policies should we consider if we want to fulfill this goal?” In this paper, library research and analysis and pathology method is used and some policies in this regard are presented. Explaining a policy for defining and strengthening people’s position in managing the country’s culture is among the findings of this research. This policy paper is organized in six areas including; rules, structures, managers, planning, Human Resource, and activities. Each area contains 3 levels: national, regional, and operational. For each policy,executive, operational duration, output, and the result are explained.
